The Chinese, if they maintain their "authoritarian" model, will soon find themselves so lost in a seeming chaos of change, continually spontaneously ordering itself, that they will appear to be standing still, as if 19th century paper-bound accountants in an age of computers.

There is not enough intelligence deployable in any authoritarian structure to compete with the flood of freedom enabled and funded guesses at what will constitute the future.
