IMO, this has no meaning without 8-10+ million shares being traded consistently. As far as I'm concerned, these pitifully low volumes (compared to nearly a billion shares outstanding) only mean that most shares are held by "big hands", and they ain't let'n go.

Consistentely large volume in one direction or the other is significant, but not just one or two days worth on no news.
