Sounds like they are going to have some kind of registered offering. Otherwise don't see why they would need a quiet period. We do have a sizable authorized number of shares. If they wanted to raise half a million dollars, would require about 300M shares at today's prices. Yowzers! But worth it, IMO. Let's see what we got already!
