I am no expert but here is my take. The quiet period WAS for the Tangiers offering. Even with no agreement like this one on the 8K, we would have been in quiet period. But the quiet period must be completed or LBSR could not have released the 8K today, since this is an event that could affect the stock price. Also, maybe this 8K announcement satisfied the official SEC requirement and we will see a more detailed NR on Wednesday.

And who knows? Maybe the funds from this agreement has something to do with the number of new shares being reduced?
