I would have to agree on the strategy someone(s) seems to be using. Example - at the end of the day a couple of weeks ago, PPS was around .0045. Someone bought a couple thousand shares at .0038 or .0039 just before closing.
I can understand someone putting in a bid at .0039, hoping to buy a large number of shares cheap. But just a couple thousand? The broker commission will be more than what is paid for the stock. And who is going to put in a sell order at .0039 when the going price is 10-15% higher than that? Only reason I can think of is to cover the bid of someone who just put in a .0039 buy order. Again, the broker commission would be more the sales proceeds.
Is it legal - probably not. But does the SEC care about that on sub-penny stocks - probably not.
