Holding the claims is an essential part of the path to drilling. Think of this as a sink with an input and an output. The problem is to fill faster than drain until the water is up to the ok to start drilling level. I'm sure JB thought the PP initiative would solve that problem, but the money didn't come in fast enough or in quantity enough. So now what? Keep at it until we succeed.
