I agree. I guess they would have had to somehow sell more shares. I see Leif's point that since the claims fees needed to be paid before drilling, it was a logical and necessary action that had to precede drilling anyway. (I hope I am not putting words in Leif's mouth.) But it is disappointing--probably even to Briscoe.
