"Miscellaneous land use permits" is just a routine sort of news, only indicative of the State of Alaska still be open to the idea of the Pebble mine one day, perhaps, coming to fruition.  The big issues in recent years have involved the EPA who were/are insisting they continue to have jurisdiction over state-owned lands.
