I can almost guarantee that nobody from LBSR said that "for sure" they would have anything signed by the end of the year.  Such a statement would be a violation of law.  I believe they expressed optimism, and the fact that there have been so few statements might be seen as further evidence that discussions/negotiations are ongoing.

Furthermore, Liberty Star (whether through JB or Tracy Meyers) has said several times in response to your frequent questions, that the non-disclosure agreements (NDA) prevent them from speaking in most respects about negotiations, other than the fact that they are taking place.  These NDA's are not only legally binding contracts, but violating them would also cause all parties negotiating to lose trust and back out.
