Well, I am assuming that Liberty was selling at 0.0002.. of course they cannot control what others sell for.  Just after Briscoe stepped down, there has been no more at that price.  Your ratio of 9:1 is a good indication that many are lurking at the lower price.

I am one of them..   I put in a 0.0002 bid last week right after the new management, and no bites.

So, either all the low public sellers have disappeared, or Briscoe was letting Liberty sell.
