This statement puts forth what appears to be a commitment of intent and, more importantly, resources on the part of the BOD to move foreward and get to the goal of a deal to enable drilling and further development. It directly answers the concern on the part of some critics that those with the most knowledge and most to gain were not putting "skin in the game". That they are, in fact, doing so suggests that there is confidence in a plan and process that will lead to drilling. A very excellent statement.
