The only thing I would disagree with you on is that we are assumed to be far away from extraction.  While we may be far away from deep extraction, even if funding appears today to beging drilling, there are much shallower targets that could be started virtually immediately with a little funding.  I'm not entirely clear why these targets have languished, although I suspect that these are being negotiated right now.
