I've made reference to this before here - not recently -, but I am sure I never made a question of it to Tracy. I think that JB talked about this too in mentioning having good relationships with Hay Mountain neighbors and he was confident ii securing needed easements/rights-of-way because of his long-time family history in the area.
I will add here too that the State Lands Commission and US Forest Service will most likely be looking for Hay Mountain access roads to be upon existing passageways to the fullest extent possible so as to minimize long-term damage to natural desert surfaces. This alone may force the use of at least some portions of private roads in the area, should we ever get around to developing a mine.
