Being "in discussions" is easy to say. In the decades I've been in this business, I've probably seen a thousand such statements for every one that ends in a contract, including from LBSR over the last decade (not just under the present CEO). It is less frequent than saying "we have entered into confidentiality agreements", but those don't carry much weight either, with most of those parties just disappearing (either never having made an offer, or never having made an offer that shareholders learn of).
