If by "upper midwest" you are referring to claims made in WI, please research that claim more as it is clearly false.

As a moderate Wisconsinite working for a local government, I can assure you that, red or blue, poll workers and election officials carry out their tasks with the utmost integrity. I make that claim having lived in multiple parts of the state and voting in every single election I could.
