Yes. As you say "imminent" doesn't meet the requirement for an announcement. But I would think that if a deal had been imminent, the timing of  the RS would have been dependent upon that deal being concluded- this allowing for a positive and coordinated announcement to support and fortify the RS.
But that didn't happen.
