I suspect P.O. is highly confident in being able to turn this thing around (or find someone to) and get it back to actual exploration and deposit definition, rather than jerking everyone around with another of a seemingly endless set of studies and analyses. I also doubt he is vulnerable to Sunk Cost Fallacy (Throwing good $ after bad $ to 'rescue' the bad $).

To me it is a plausible logical explanation for recent publically observable developments. Will wait for the other shoe to drop.

Perhaps a previously interested party from the past (I recall there being 1 or 2) was  put / driven off by BG and have a different POV now.
