I don't pay much attention to these filings - I think they are mostly filed as a 'CYA' to be sure the company doesn't do anything to offend the SEC.
At the beginning it states "The registrant hereby amends this registration statement on such date or dates as may be necessary to delay its effective date until the registrant shall file a further amendment which specifically states that this registration statement shall thereafter become effective . . ." (my italics).
Also, "The information in this prospectus is not complete and may be changed." is just below the above.
Apparently they are still working out the specifics of the agreement with Triton. From my point of view, what is the purpose of filing a prospectus if you cannot rely on the information in the prospectus.
Seems as though someone here has mentioned knowing an SEC attorney - perhaps they could get us an explanation.
