Note that the speaker is generalizing and making reference to producers.  While explorers and small-time producers will lag, they almost always outperform the seniors, often by multiples.  With an important discovery, a tiny explorer like LBSR could well become among the best performers in the whole mining sector as the new trend in POG - and copper and moly - continues.   

I met the speaker ages ago before he became a newsletter writer, and a couple of times since.  I can't say I care for the person or some of his political and international relations opinions, but he does have good insights into markets, cycles, and small mining companies.
