Blame whoever occasionally spends 100 dollars to buy stock outside on bid/ask prices to manipulate the market. There ought to be a law. NO WAIT, THERE IS! But it allows licensed securities dealers to do this. Though the purpose is not supposed to support criminal dealings, I think it happens more often than the regulators want to admit.
