The way I read this 10-Q filing and the schedule of things are as follows, and correct me if I'm wrong.

Nov 2008 MOT requests changes to schedule.

Feb 17, 09 Changes submitted to Gov w/updated DA.

Mar 16, 09 Gov to meet with Company, conclude DA, wrap up.

Mar 30, 09 Gov pospones meetings, wants additional documents separated into annex and incorporated into DA.

Apr 30, 09 Additions to DA by moving required documents to annex, and including annex to DA delivered to MOT.

Apr 30, 09 Gove restarts internal meetings regarding Omagine.

My take, is that the 60 days would take us to June 30, and that the DA could be signed within this time frame, at anytime.
