It's in anticipation of a DA signing during this month or next month. If there is no announcement in the next 2 weeks, April 1st will be the next 10-Q and will have the next chapter in this story.

We have to hope the MOT agrees that the transformation should happen after the DA is signed. That will enable everything to start moving forward (and stock price upward).
