In the last report, it said that a meeting was going to be held between the MOT and OMAG in mid November. This meeting is going to dicuss the remaining objectives and that if they are all completed, a dicussion about a signing date will come up.

The Sultan's birthday 3 days away. They're more likely to have the "meeting before the meeting" this month than they are to announce the DA signing in the upcoming report. The next meeting, hopefully, will be the big one.

It's okay that the sultan's birthday will pass. I'm still looking at mid-feb for the DA signing to happen.
