There's a lower tier of Nasdaq with much easier listing requirements (The Nasdaq Capital Market). Once the DA is signed and the stock price is a little higher, OMAG should qualify.

Of course, Nasdaq charges an application and entry fee which will be about $80,000 for OMAG. I expect Omagine will wait until it makes sense financially to list on Nasdaq.
