two things:

1) i beleive the SEDA buyer gets a discount from the market price on treasury stock. i think it is reasonable to assume that he then immediately resells on the open market. i think this has a depressing effect on the market price.. so.. i believe beachmaster speculation is correct on the effect of the seda.

2) as attractive as OMAG is, it is in a higly volatile part of the world. it is not the same as 1 million square meters on Long island. This may slow the climb of the stock price beyond what might otherwise occur, based on various valuation schemes
