I found this article in HIGH BEAM BUSINESS NEWS. From what I understand, contractors hire people and businesses to get the project completed. The company may be small, but in different numbers in different parts of the world. It doesn't mean they have 2 or 10 employes. They could have 1,000 employees scattered at different locations. Correct me if I'm wrong. This is just the work in Muscat, Oman.
