At the risk of explaining away another delay ... I'm not sure 2.5 weeks over there constitutes a large problem, yet. If it's not done this month, though, then I would agree ... a very large problem. While I can't pretend to know what steps they have to do, it would seem removing a small plot and adding another small plot shouldn't be too complicated. But what do I know, I'm just an American investor.
