What if the delay with the deed(krooki) was that the parcel of land from omagine that was supposedly bought by a high ranking offical was never properly concluded and that official never got his krooki, for there was not enough time to complete said transaction as the RCA was not notified of this removal of land from Omagine, Then the MOH is in a bind and may not be able to issue the Krooki without it being discovered that it was rushed to take it away from Omagine. The Mot may know something of this and threated to sign Da without its issue to force the MOH to resolve this issue but is now in a bind.

Just a conspiracy theory but it plays well into this delay.
