from what I heard. the wave took months from start of the idea to the breaking of ground. the reason is because they purchased the land to build on and since they were from the middle east they had no problems with the law of the land. we on the other hand did not buy the land and until the DA is signed we do not own the land and the sultan can take it away at a moments notice.
