Based on history, the signing will never occur. Based on logic, I still think early August (1st half). That being said, I've been wrong so many times that I don't have confidence in anything anymore. Comments from the 8k and related discussions with Charlie (ie, no inside info), all indicate an imminent signing with the word "imminent" defined per western definitions.
