Near the beginning of the article, I found the following sentence encouraging:
"It follows a series of meetings held in recent weeks with senior Tourism Ministry officials aimed at pinning down a date and venue for the long-awaited signing."
Since mgmt has not revised their outlook for the signing to occur in August, perhaps my comments earlier today may be closer to true than maybe even I thought. We'll see.
