The decision by the MOT to finally sign the DA was a tortuous one. They finally did what they had promised to do years earlier. That was the govt's only "difficult" decision to make. The rest is formalities. Like buying a car is the hard decision, but getting it's paperwork filed with the DMV is perfunctory and required within a short period of time. If not, the purchase becomes a problem. THAT's what inspires my confidence.
Are you seriously concerned about the possibility that this won't get done within 5 years? Did you not see the list of world class actors behind this? From banking to construction? Yes, there certainly is execution risk, but nothing insurmountable.
