If the shares are sold at the filing price, I think that is good news. This will be a test of investor confidence. Which for me is more important than dilution. Sooner or later there needs to be a much larger float for the stock to appeal to institutional investors.
My first reaction to the filing was discouragement. Once I thought past the current trading, I saw the possible up side. I don't know where there is a market for 3million shares. There could be and there is no way they would be purchased without a listing. Imagine how high the price would go with that volume of buys. However, with a listing high volume investors are protected from that outcome. We recieve more working capital and a positive indication regarding investor confidence.
Let's hope there are /is an investor or investors currenlty ready to buy and that this filing is custom made for them. Al
