STOCK-UNDERSCORE-ER, you should be right on. However, since just about EVERYTHING drags on and on "over there", we wouldn't be that upset "over here" if the signing takes place on the Fourth of July. Now that date, "over here" is a big deal because it's actual name "over here" is Independence Day. Having said that and knowing full-well that you are from Great Britain, that day carries with it no celebratory significance.
