It's hard but I offer this possible explanation why things don't move more rapidly:

Until a large cash infusion (cash, not land value) I believe management is handicapped by their small staff. There is simply too many I's to dot and t's to cross for just Frank, Charlie and Sam. They WILL get it done.. but they are only human. Having led large projects myself in the past, I can relate. They need more hands.. and they will eventually get them.
