The contract signing slow down reminds me of the scene in the movie Ghost where Oda Mae Brown is reluctant to give a $4,000,000 chech to a nun for a donation, when she really wants to hang on to the money. And what does shortly mean? Does it mean shortly a couple of weeks, shortly as in a couple of months or shortly next year? It sounds like the word imminent, and we all know how long that took. It seems like 2 months is ample time to send a contract back and forth for revision and signatures, don't you think?
