A prospectus was filed today (for the SEDA shares) which has new wording on when they expect the Amended and Restated Shareholder Agreement will be signed.

It now says "within the next month". The prospectus is dated February 13, 2017.

New:

We presently expect that the Amended and Restated Shareholder Agreement will be signed by the parties within the next month and that serious design, development and construction activities on the Omagine Project will begin during the first quarter of 2017.

Previous (preliminary prospectus dated February 6, 2017 and filed February 13):

We presently expect that the Amended and Restated Shareholder Agreement will be signed by the parties sometime during February 2017 and that serious design, development and construction activities on the Omagine Project will begin during the first quarter of 2017.

Today's filing has no change in the wording that says:

Management however remains cautiously optimistic that ongoing discussions with an alternative investor may be concluded during February 2017 and that our ongoing discussions with an alternative bank may be concluded after that and by March 31, 2017.

It sounds like the delay is not in signing, but in finalizing an agreement with one or more new investors???
