Why is the share price at this level aside from constant missed promises? I realize that the development agreement (or maybe shareholders agreement as well) are no longer legally in force but seemingly are being upheld on verbal good faith agreement. Is that fair to say?

But who understands the SEC filings sufficiently to say if there are some major financial issues that maybe I'm missing?
