It does appear that these two investor's money is going for past financing costs, and as usual, the Omanis are calling the shots weather it's the minister of tourism, the ministry of finance or the RCA, Ramadan, or EID.   Wouldn't it be great for the RCA to realize that they can be the start of something big with their 20 mil, which would lead to bigger financing by a bank or two, which would be of value to them, or are they backing out not wanting this project eventho articles mention the Omagine project as one in progress.   What does that mean "in progress"?
