Likely, but the fat lady hasn't quite sung just yet.  Hard to imagine that Oman would allow this smear on their business-friendly reputation for a mere $20m or so. They need foreign investment and backing out of this deal and causing their foreign investors a loss would not bode well for them.

Let's hope the poker game comes to an end soon with a favourable outcome.
