Pete, not sure where you heard that insider trading is not enforced in Canada, but who ever told you that does not know what they are talking about. The RCMP has section called Commercial Crime, with in that section they have a Securities unit which works with the TSX etc to deal with issues on the Canadian exchanges. The RCMP deals mainly with the Criminal element of this. The problem is not enforcing but proving the case and resources(bodies with in the RCMP) to do the investigations. A high profile case here in British Columbia, Canada, in the 1980's involved a former, and popular Premier of the Province, Bill Bennett, who was investigated for insider trading on a stock of Domans logging.
