Spent some time looking through the 43 101 and have some comments.
First the Big Daddy pit will likely be very close to the PRB property line when full depth is achieved. Not sure how development would be staged but if the initial outline of the chromite the stepped pit would be about 400 to 500 meters each side of the resource to have slope angle and step.
Second; Looks like Black creek continues onto the Big daddy property... the main deposit has been faulted and offset to the soulth 500M approx..... How far the protusion onto cliffs property is needed to be known.
Third: Lets say that the Black Creek has extensions both ways as it does not end on the property line.
Therefore there is the potential to have a mine plan which includes 2 pits that yield a lower strip ratio lets say open piting down to 100 or 150 Meters rather than one super pit. This would reduce stip ratio, increase production and minimize prodution risk while mining.
Cliffs is likely doing a development plan that may include several differnt options... I'm sure they are doing cost analysis on just such a scenario as they own the chromite on both ends of the Black creek.
