This may be correct, but in order to build a case we have to work from the ground up showing we went through the formal steps of inquiry seeking to prove what we believe is true. At the moment we just have suspicions. The question at the very end of the day in any action is, can you prove it? Collecting unbias information from the Exchange, if they are so inclined, would seem to be the first step. A judge, I would suspect, would want to see that we went through steps of inquiry to address our concerns. Legally accusing someone of wrong doing and not being able to prove your case against them could financially come back to bite you. Whether it can be proved that someone did something or not is solely based on the evidence and how thorough your case was built from the ground up.
