It is these sellers who seek to establish lower prices by nudging the shares lower for their own illicit gains. What crook wouldn't want to operate under a veil of secrecy to accommodate this historical theft from the public? The exchanges for years won't pursue anonymous short sales for they are being inacted by some of the exchange's largest members.
