The reasons for silence, or a "black out," indicate the collective character of the PRB management. Why, or how? Because it indicates that no "information leaks" have been made, and all in the "know" on the management team are striving to maintain a "zero tolerance" policy. There is so much going on behind the scenes that could compromise the planned progress of PRB.
