Why no inside activity reported since 21 Feb 08?

No one is buying or selling anything? Seems odd...what does this mean? You would think there would be some type of movement one way or another. Or is there a possibility that there is inside movement, but will only be posted after the NR? as to not alert the flock?

Hypothetically: If there was a big NR on the blocks and Insides new about it, is there some type of time frame to which they would be bound as to not get into trouble with insider trading?
