If you take a literal approach, every research report represents a conflict.

Most reports by the bigger houses are for companies that they want their brokers to flog... an analyst writes a report, the house tells it's brokers what a great stock they have and they get money from commissions. the house will also get commissions from financing for the company as well.

In this scenario, the company pays a fee for an independent researcher to write a report that is available free to the masses. I think there much less of a conflict in this scenario.

Having said that I think all research reports should be read with caution. But Sage likely wouldn't have paid the fee unless they believed they had something
