I can't see the company itself participating directly in price manipulation ... sounds illegal, maybe not.
But
several (maybe) institutions such as mineral fields have participated in flow through financings in the past. Mf managed flow through limited partnerships that are usually unwound or rolled over into a non- flowthrough and RRSP eligible mutual fund.
Effectively the FT shares are sold and rebought (I believe that's how it works) so fund holders then must pay capital gains tax on the FMV of the fund at rollover ... or move it into an RRSP.
This could be what's happening here. Certainly TD isn't churning shares through out of the goodness of it's heart.
