So I'm going to address this permit timing matter.
If anyone has ever had any dealings with any government, it's not to hard to figure out.
In the most pedestrian example, consider getting a driver's licence. You go to Motor Vehicles Department, submit your old licence and get a picture taken. Then you're issued a temporary licence. It's good for 30 days and you are told that if your new permanent licence does not arrive in the mail by then to come back to the office.
So apply this scenario to what we have here. The last hard information we have about the EIS comes from the Technical Report wherein is says:
Currently, the Tesoro E.I.S. has been submitted to the Peruvian government and is under
review, ‘Observations” from the government review are expected by early October 2010.
So it is reasonable to assume that sometime in October or perhaps as late as November the 'Observation' / consultation process wrapped up. And perhaps a bureaucrat in Lima said, "You can expect your permit in 120 days, if not, please call us."
So now Lori and company have a date they can circle on their calendar. Can they make this best guess date public? No. Still they have a good idea and can say, "We know when to expect our permit."
I've said it before and I say again, we are not yet quite ready to drill and therefore having a permit too far in advance does nothing for us. See pages 37 and 38 of the Technical Report to see what all needs to be done prior to drilling. We just received the 3D images. They need to be correlated with data obtained on site. Everything will come together in time.
