I think your likely correct, and there are probably hundreds of scenarios, however I tend to think that if a take over company wants to test the waters and decides to make a formal offer to purchase just to push the issue, then upon receipt of the formal offer, I would think that they would have no choice but to release it as news. Offers over the phone or lunch would certainly be at the discretion of management. I may be wrong.
